{"id":4792,"date":"2026-04-17T16:49:06","date_gmt":"2026-04-17T16:49:06","guid":{"rendered":"https:\/\/tmbglobal.news\/index.php\/2026\/04\/17\/ypsilanti-township-proposes-blocking-water-to-umich-data-center\/"},"modified":"2026-04-17T16:49:09","modified_gmt":"2026-04-17T16:49:09","slug":"ypsilanti-township-proposes-blocking-water-to-umich-data-center","status":"publish","type":"post","link":"https:\/\/tmbglobal.news\/index.php\/2026\/04\/17\/ypsilanti-township-proposes-blocking-water-to-umich-data-center\/","title":{"rendered":"Ypsilanti Township proposes blocking water to UMich data center"},"content":{"rendered":"<p><\/p>\n<div>\n<p>The Ypsilanti Township <a href=\"https:\/\/ypsitownship.org\/government\/boards___commissions\/board_of_trustees\/index.php\">Board of Trustees<\/a> approved a <a href=\"https:\/\/files.ypsitownship.org\/Documents\/Departments\/Clerks-Office\/Ordinances-Resolutions\/2026\/2026-Resolutions\/Resolution-No.-2026-08-Data-Center-YCUA-Moratorium.pdf?t=202604161122310&amp;t=202604161122310\">resolution<\/a> Wednesday that could prevent the University of Michigan from drawing the 500,000 <a href=\"https:\/\/record.umich.edu\/articles\/a-closer-look-at-los-alamos-u-m-research-facility\/\">gallons<\/a> of water needed to operate the $1.25 billion data center it plans to construct in partnership with <a href=\"https:\/\/www.lanl.gov\/\">Los Alamos National Laboratory<\/a>.<\/p>\n<p>The data center has been met with <a href=\"https:\/\/www.michigandaily.com\/news\/administration\/umich-held-a-data-center-open-house-in-ypsilanti-township-many-residents-still-arent-satisfied\/\">opposition<\/a> from township residents and members of the University community due to concerns over its potential negative <a href=\"https:\/\/www.greatlakesnow.org\/2025\/10\/14\/los-alamos-university-of-michigan-national-security-data-center\/\">impacts<\/a> on the electrical grid and environment, as well as its <a href=\"https:\/\/www.michigandaily.com\/news\/news-briefs\/los-alamos-confirms-umich-data-center-to-be-used-for-nuclear-weapons-research\/\">confirmed<\/a> use in the development of nuclear weapons.<\/p>\n<p>The University is <a href=\"https:\/\/umaec.umich.edu\/desguide\/1.0-Codes\/DG1.0.pdf\">exempt<\/a> from local zoning laws under <a href=\"https:\/\/www.legislature.mi.gov\/Laws\/Constitution\">Michigan\u2019s Constitution<\/a>, meaning it could still build its data center even if the township were to pass a moratorium on building data centers. However, the township could obstruct the project by passing a moratorium on providing water to data centers, which they need to cool servers.\u00a0<\/p>\n<p>The board passed a resolution requesting the <a href=\"https:\/\/www.ycua.org\/index.php\">Ypsilanti Community Utilities Authority<\/a> place a water moratorium on hyperscale and mid-size data centers, as well as artificial intelligence computing facilities and \u201chigh-performance computational centers,\u201d the University\u2019s <a href=\"https:\/\/research.umich.edu\/research-at-michigan\/lanl-faq\/\">preferred term<\/a> for the facility. YCUA must approve the moratorium for it to take effect.\u00a0<\/p>\n<aside class=\"scaip scaip-1    \">\n\t\t<\/aside>\n<p>During Wednesday\u2019s board meeting, Township Supervisor Brenda Stumbo, who also serves on YCUA\u2019s <a href=\"https:\/\/www.ycua.org\/about_us\/board_of_commissioners\/index.php\">Board of Commissioners<\/a>, said she believes YCUA will approve the moratorium.<\/p>\n<p>\u201cThe biggest investments we have are our homes, our businesses, the places we live,\u201d Stumbo said. \u201cFor them to harm us with the location of these data centers, harm our environment without any studies, not one \u2014 YCUA will study it. I believe they will do it right, because YCUA does do things right.\u201d<\/p>\n<p>This resolution is only the latest action from a township harboring increasing opposition to the University\u2019s plans. On March 31, the board approved a <a href=\"https:\/\/files.ypsitownship.org\/Documents\/Departments\/Clerks-Office\/Ordinances-Resolutions\/2026\/2026-Resolutions\/Resolution-No.-2026-05-Data-Center-High-Value-Target-Risk.pdf?t=202604011219080&amp;t=202604011219080\">resolution<\/a> formally objecting to the construction of the University\u2019s data center anywhere in the township. Before this resolution, the township had <a href=\"https:\/\/www.michigandaily.com\/news\/administration\/umich-regents-discuss-gender-affirming-care-ice-presence-and-new-health-care-pavilion\/\">requested<\/a> the University construct the data center at the <a href=\"https:\/\/acmwillowrun.org\/\">American Center for Mobility<\/a> instead of a Textile Road parcel recently <a href=\"https:\/\/www.michigandaily.com\/news\/news-briefs\/umich-finalizes-purchase-of-textile-road-parcel-for-planned-ypsilanti-data-center\/\">purchased<\/a> by the University, which is adjacent to the Huron River and an affordable housing development.\u00a0<\/p>\n<p>In an email to The Michigan Daily, Paul Corliss, University assistant vice president for public affairs and internal communications, wrote the University disapproves of the township\u2019s increasing opposition.<\/p>\n<p>\u201cThe Township\u2019s sudden change in support has been both confusing and disappointing,\u201d Corliss wrote. \u201cIt is particularly troubling that this shift has been accompanied by a sensational narrative around national security that is not supported by facts.\u201d<\/p>\n<aside class=\"scaip scaip-2    \">\n\t\t<\/aside>\n<p>In their March 31 resolution opposing the development, local officials said the data center\u2019s planned role in the development of nuclear weapons could make Ypsilanti a potential military target in the event of future conflict.<\/p>\n<p>Stumbo said she believes the University\u2019s proposed data center \u2014 and others being constructed around Michigan \u2014 are different from existing data centers.<\/p>\n<p>\u201cWhat we thought was a data center years ago was a (information technology) network system that wasn\u2019t massive; it just held your company\u2019s, your township government\u2019s information,\u201d Stumbo said. \u201cIt just sat there; it was updated; it was protected. But what\u2019s going on now is so much different than what we knew to be a data center. It\u2019s powerful; it could be good, I guess, for some. I don\u2019t know anyone who supports data centers. I have not met them yet.\u201d<\/p>\n<p>Corliss wrote the University wishes to engage with the township in good faith.<\/p>\n<p>\u201cWe remain committed to engaging transparently and in good faith with elected officials,\u201d Corliss wrote. \u201cHowever, recent actions suggest that approach is not being reciprocated. This latest effort to block the use of existing surplus water capacity only adds to our disappointment.\u201d<\/p>\n<aside class=\"scaip scaip-3    \">\n\t\t<\/aside>\n<p>Township officials have previously <a href=\"https:\/\/www.michigandaily.com\/news\/administration\/umich-wants-to-build-a-data-center-in-ypsilanti-township-local-officials-say-theyve-been-left-out-of-the-loop\/\">complained<\/a> about a lack of transparency from the University, and do not think it engaged in good faith during the development.<\/p>\n<p>During the meeting, Ypsilanti Township Clerk Debbie Swanson thanked local community members for relaying their concerns about the data center to their elected officials.<\/p>\n<p>\u201cI want to say thank you to all the residents and the people who have been coming to meetings consistently,\u201d Swanson said. \u201cWe appreciate the work you\u2019ve been doing and we see you.
