{"id":888,"date":"2025-04-16T00:11:23","date_gmt":"2025-04-16T00:11:23","guid":{"rendered":"https:\/\/tmbglobal.news\/index.php\/2025\/04\/16\/ford-school-hosts-discussion-about-suspending-u-s-foreign-aid\/"},"modified":"2025-04-16T00:11:27","modified_gmt":"2025-04-16T00:11:27","slug":"ford-school-hosts-discussion-about-suspending-u-s-foreign-aid","status":"publish","type":"post","link":"https:\/\/tmbglobal.news\/index.php\/2025\/04\/16\/ford-school-hosts-discussion-about-suspending-u-s-foreign-aid\/","title":{"rendered":"Ford School hosts discussion about suspending U.S. foreign aid"},"content":{"rendered":"<p><\/p>\n<div>\n<p>About 40 University of Michigan students and community members gathered in the Ford School of Public Policy Monday afternoon to<a href=\"https:\/\/fordschool.umich.edu\/event\/2025\/end-us-global-leadership-foreign-assistance-us-national-security-and-case-human-rights\"> listen<\/a> to Public Policy lecturer Amy Harris and Bama Athreya, former deputy assistant administrator in the<a href=\"https:\/\/www.usaid.gov\/\"> United States Agency for International Development\u2019s<\/a> <a href=\"https:\/\/2021-2025.state.gov\/gwi-foreign-assistance-programs\/\">Bureau for Inclusive Growth, Partnerships and Innovation<\/a>, discuss the implications of President Donald Trump\u2019s administration\u2019s recent <a href=\"https:\/\/www.politico.com\/news\/2025\/03\/26\/documents-reveal-scope-of-trumps-foreign-aid-cuts-00252918\">dismantling<\/a> of foreign aid and the changing <a href=\"https:\/\/2009-2017.state.gov\/r\/pa\/ei\/rls\/dos\/107330.htm#:~:text=Promoting%20freedom%20and%20democracy%20and,States%20was%20founded%20centuries%20ago.\">role<\/a> of the U.S. in foreign policy.\u00a0<\/p>\n<p>Athreya began the talk by discussing the history of U.S. foreign aid, which began during the<a href=\"https:\/\/www.archives.gov\/milestone-documents\/marshall-plan#:~:text=On%20April%203%2C%201948%2C%20President,economic%20infrastructure%20of%20postwar%20Europe.\"> Marshall Plan<\/a> under former president Harry Truman in 1948.\u00a0<\/p>\n<p>\u201cOne big realignment happened as a result of World War 2,\u201d Athreya said. \u201cNot only were global economies and politics reshaped, new alliances were formed post World War 2. New national boundaries were drawn. \u201cAnd in the midst of all of this, President Harry S. Truman announced what would be the predecessor of what would become our International Development assistance program, and that was the Marshall Plan.\u201d<\/p>\n<p>Athreya then said the dismantling of USAID correlates to a change in American values regarding foreign assistance as the country shifts from a period of<a href=\"https:\/\/2001-2009.state.gov\/s\/p\/rem\/9632.htm\"> heavy foreign involvement<\/a> following the Cold War to the Trump administration\u2019s minimum foreign involvement <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2025\/04\/14\/state-department-budget-cuts-trump-rubio\/\">plan<\/a>.\u00a0<\/p>\n<aside class=\"scaip scaip-1    \">\n\t\t<\/aside>\n<p>\u201cThis crisis is starting here,\u201d Athreya said. \u201cThe crisis is precipitated by the decision of a U.S. administration to dismantle a long-standing foreign agency. This is going to have ripple effects throughout the world that have already begun. That is really why we need to have a conversation today about values.\u201d\u00a0<\/p>\n<p>As of April 14, the Trump administration has<a href=\"https:\/\/www.npr.org\/sections\/goats-and-soda\/2025\/03\/10\/g-s1-52964\/rubio-announces-that-83-of-usaid-contracts-will-be-canceled\"> terminated 83%<\/a> of USAID programs. Athreya explained how many of the cut USAID programs helped to support the rule of law and anti-corruption worldwide.<\/p>\n<p>\u201cOne of the notable things that happened as a result of the freeze on foreign assistance that actually was fairly widely reported was that we had been through implementing partners, paying salaries for guards that were guarding ISIS fighters and those guards walked off the job because they stopped getting paid,\u201d Athreya said.<\/p>\n<p>Harris and Athreya then discussed the future of global aid and the suspension effect of global development. Athreya highlighted that global polycrisis, different longstanding crises such as the climate crisis feeding into each other and exacerbating each situation, has continued to emerge.<\/p>\n<p>\u201cWhen we look at these polycrisis, our national security establishment agrees,\u201d Athreya said. \u201cOur Department of Defense and allies across national security agree. We need development to address these polycrisis because these types of crises can reciprocate wars and conflicts. If we don\u2019t get under the root cause, we end up with more war and conflict in the world.\u201d<\/p>\n<aside class=\"scaip scaip-2    \">\n\t\t<\/aside>\n<p>Harris encouraged the audience to look deeper into the values of development and adopt a new outlook on foreign aid.\u00a0<\/p>\n<p>\u201cI would encourage you to look at success or impact in terms of international development, beyond simply a financial return on investment,\u201d Harris said. \u201cDevelopment tries to do this, which is often really hard to quantify. How do you monetize the protection of human rights? How do you monetize the reduction of corruption?\u201d\u00a0<\/p>\n<p>In an interview with The Michigan Daily, LSA sophomore Lakshay Sood, who attended the event, said he was impressed by the speaker\u2019s work with multiple topics..\u00a0<\/p>\n<p>\u201cI thought it was very impactful.
